The Rwanda Investigation Bureau (RIB) has forwarded the case of Jean Nsabimana, a business magnate who built the 'Urukumbuzi' estate, commonly known as Kwa Dubai, located in the Kinyinya sector, to the prosecuting authority. Nsabimana and other former officials of the Gasabo district including ex-Mayor Stephen Rwamulangwa, former Vice Mayor Raymond Chrétien Mberabahizi, former Director of One Stop Center Jeanne d'Arc Nyirabihogo, and Gasabo District engineer Jean-Baptiste Bizimana are in custody for violating their duties.
Thierry Murangira, RIB's spokesperson, stated that on Monday, April 24, the National Public Prosecution Authority (NPPA) received the case files of all five suspects. The charges against them are linked to substandard housing units built in 2015 when the arrested officials were in charge.
The Kinyinya Sector has been in the news for all the wrong reasons because of the buildings' poor quality. Additionally, more than 60 households need temporary relocation due to the recent assessment carried out on Kwa Dubai real estate, requiring renovations.
