President Pedro Castillo and Prime Minister Aníbal Torres made a strong defense in Huánuco of the Decentralized Councils of Ministers . For the president of the Legislative branch, María del Carmen Alva, the Decentralized Cabinets "there is no doubt" that they have become means of propaganda. “I have met with up to 10 mayors and all of them, including the regional governor, have told me how the decentralized session in Huancavelica has been . They tell me that the leaders do not enter... they take their laptop... they take the people that only they want and there are no agreements or commitments, ”she said on the RPP radio station.
“There are no minutes because there are no commitments and only the cabinet, mainly the prime minister, is in charge of talking about the constituent assembly and speaking ill of Congress.The reality is that these sessions only serve to speak ill of Congress, to talk about the constituent assembly”.
He assured that in his visits to the regions "nobody" has spoken to him about the importance of a constituent assembly, despite the fact that the Castillo administration indicates that it is a massive request. “You have to travel to all the provinces and regions because no one has touched on this issue... They feel how the Executive is not present. That is why I said we are the true representatives of the people because we are chosen by them, ”he remarked.

President Castillo, present in Huánuco for the XII session of the Decentralized Council of Ministers, explained that they made the decision to hold the cabinets outside of Lima because they could not expect that the "traditional parties" that had the opportunity in decades leading the country "would not listen to the peoples of the interior.
