Algeria Digitizes Public HR Processes
In a significant move towards modernizing public administration, Algerian authorities have made considerable progress in digitalizing human resources (HR) management. The Ministry of the Interior, Local Authorities, and Territorial Planning announced on Saturday, July 13, that they have completed the digitalization of administrative documents related to HR management at both central and local levels.
The initiative has led to the digitalization of 25,792,410 documents, encompassing records of senior executives, employees, contract agents, and retirees. These documents are now organized into 735,926 electronic files, with each file containing 35 digitized documents. This transformation marks a monumental step in streamlining administrative processes and ensuring that records are easily accessible and efficiently managed.
To further enhance HR management, the ministry has developed a decision-support system named "system power BI." This advanced system leverages data from the integrated and comprehensive Human Resources Information System (HRIS) to offer precise, real-time data analysis. It provides a forward-looking perspective, aiding in strategic decision-making related to human resources.
The acceleration of digital transformation in Algeria aligns with President Abdelmadjid Tebboune's directives. With a vision for full digitalization by 2034, the authorities are implementing a series of actions across various sectors as part of the 2024-2029 digital transformation strategy. This initiative is expected to bring several benefits:
i. Enhanced Efficiency and Productivity: Digitalization reduces human errors and document processing delays, significantly improving the efficiency of HR services in state entities.
ii. Improved Transparency and Accountability: By creating a transparent system, the government can ensure greater accountability within organizations and among officials.
iii. Elimination of Phantom Employees: Digital records make it easier to identify and eliminate phantom employees, thereby reducing fraudulent payroll activities.
iv. Facilitated Citizen Access: The initiative will make it easier for citizens to access services such as social benefit applications, payroll information, and leave requests through digital platforms.
The digitalization of HR processes represents a leap forward in the management of public sector human resources. By adopting modern technologies and systems, Algeria is setting the stage for a more efficient, transparent, and accountable government. This transition not only streamlines internal processes but also enhances the overall service delivery to the public.
