Australia Announces Cap Of 270,000 International Student Enrollments
Australia has announced a cap of 270,000 new international student enrollments for the 2025 academic year as part of a broader strategy to reduce overall migration. This decision, which limits student numbers at publicly funded universities and vocational institutions, is pending parliamentary approval. The cap will allocate 175,000 spots for higher education and 95,000 for vocational education.
Education Minister Jason Clare emphasized that the cap for universities aims to maintain international student numbers at pre-pandemic levels, ensuring stable growth and supporting universities impacted by the COVID-19 disruptions. In particular, about 145,000 new international students will be allowed to commence studies at publicly funded universities, matching the numbers from 2023.
Private universities and non-higher education institutions will be limited to 30,000 new international students. This comes after Australia reached a record of 700,000 international students in 2024, contributing significantly to the country’s net overseas migration, which saw a 60% increase in 2023. The economic impact of international students has been substantial, contributing A$36.4 billion to the economy in 2022/23.
The cap is part of the government’s approach to managing migration and international education, which remains one of Australia's largest exports.
