Burning files in Senegalese universities: A return to school that promises to be eventful
The new Minister of Higher Education, Professor Moussa Baldé had to find his work cut out after the handover to Cheikh Oumar Anne. The returnee inherited a burning file: the increase in wages.
After the universities closed two months ago, officially due to covid-19, the start of the new school year promises to be eventful. The Pats unions are already on a war footing. The administrative, technical and service staff (Pats) demands the application in its favor of the increase of 100,000 CFA francs decided by President Macky Sall. The file was already on Cheikh Oumar Anne's table. Speaking in the ESEA land case, the former Minister of Higher Education said that the Pats are not part of this increase while asking the Rectors to make an increase for teachers.
In a note dated September 12, 2022, the Director General of Higher Education, Pr Amadou Abdoul Sow, instructed the rectors to revise upwards the compensation scheme for teaching and research staff (Per).
This is, according to him, "the revaluation of the teaching allowance, a component specific to teachers which thus goes from 50% to 60% of the index salary, the tax exemption of the housing allowance paid at 100 000 F net of tax (and) the increase in the index point of 5% which goes from 51.43% to 56.43%”. The DG of Higher Education has requested a “diligent application” of these measures with “retroactivity” until May 2022.
This double posture of the ministry which consists in refusing the increase to the Pats while granting it to the teachers is experienced as contempt on the part of the former. In a press release dated September 14, the inter-union of the Pats of the universities and the Isep was deeply sorry "for the manifest lack of consideration of which it is the victim on the part of its Minister responsible, the Minister of Higher Education, Research and Innovation, in relation to its stated refusal to recognize the eligibility of PATS for this increase decided by the Head of State”.
