Property owners around Amahoro Stadium given deadline for housing redevelopment designs
The City of Kigali has issued a directive to property owners around the Remera Sports Hub in Gasabo District, urging them to submit their housing redevelopment designs within two months, in accordance with the city’s master plan, The New Times reports.
The area, which includes the newly upgraded Amahoro Stadium, BK Arena, Petit Stade, and the ongoing Zaria Court urban development project, is designated as a Priority Zone for Master Plan Implementation.
The city plans to further develop the area by constructing additional facilities, including an aquatic center with swimming pools and recreational amenities. Property owners in the vicinity have been instructed to submit Parcel Cadastral plans and begin construction activities one month after obtaining their permits. Failure to comply could result in the city applying the 2021 Land Law, which allows for undeveloped land in prime areas to be repossessed.
According to a July 2024 ministerial order, if land in a priority zone remains undeveloped, the landowner risks losing their rights to the property. The land is then assessed by a valuer, and the compensation—deducted for any unfinished works—is paid to the owner before the land is transferred to a new buyer.
The City of Kigali has advised the 52 landowners affected by this directive to consult the authorities if they face challenges in implementing the required changes.
