The Ministry of Education and Science has put forward a proposal to restructure master's programs in the field of higher education, dividing them into two distinct categories: academic and professional. Valery Falkov, the head of the Russian Federation's Ministry of Education and Science, presented this initiative during the final collegium meeting on May 19.
According to Falkov, the academic path to obtaining a master's degree entails a focused study of scientific disciplines. The government will fully finance this type of program.
Falkov further clarified, "A professional master's program, which directly benefits employers such as industrial enterprises, should have flexible financing options. This may include co-financing from major corporations, industries, and even individuals."
Additionally, it was announced during the meeting that the transition to the new higher education system will commence on September 1, 2025.
Under the new framework, master's programs will only be available in universities that have successfully undergone a selection process.
Previously, on April 19, Falkov stated that Russian higher education would be structured into three stages: foundational (bachelor's degree, specialist), specialized (master's degree, residency, assistant internship), and postgraduate (adjunct professorship).
On April 28, Russian President Vladimir Putin emphasized the establishment of an autonomous education system in the country, combining the best aspects of the Soviet education system with the knowledge gained in recent decades. As part of this endeavor, it is proposed to reintroduce a traditional foundational training for specialists with a duration of four to six years.
Furthermore, on February 21, Putin advocated for the reinstatement of specialized programs at universities. The president also emphasized the importance of a smooth transition to the new education system.
