The New Quality Council to Enhance International Confidence in UK Higher Education

A new sector-led and sector-owned Quality Council is being launched to champion and elevate the quality of higher education (HE) in the UK. 

This initiative, spearheaded by Nic Beech and Clare Peddie, aims to bring renewed focus on ensuring that UK universities provide the highest quality education while maintaining rigorous academic standards.

Replacing the UK Standing Committee for Quality Assessment (UKSCQA), established in 2016, the new Quality Council will carry forward many of its predecessor's functions with significant enhancements. The council's primary goal is to present a united front in promoting and safeguarding the quality of UK HE. It will encompass a broad spectrum of higher education providers, sector bodies, and students, ensuring comprehensive representation and involvement from all parts of the sector.

The Quality Council will operate as a sector-led entity, bringing together experts from across the UK to share insights, evidence, and best practices. Its inclusive membership will cover a diverse range of providers, from large multi-faculty universities to small specialist institutions, independent providers, and further education colleges. This inclusivity allows the council to advocate for the entire sector both domestically and internationally.

The council will also emphasize stronger student representation, ensuring that students' needs and experiences are prioritized. It will serve as a platform for consultation, inquiry, and the exchange of best practices to address key challenges such as the impact of AI, tackling essay mills, designing future curricula, and the importance of international students.

Oversight and Independence

One of the council's key roles is to oversee the UK's commitment to quality principles, taking a UK-wide approach and celebrating commonalities across different nations and regulatory systems. Funders and regulators from the four nations will participate as foundational bodies with observer status, facilitating mutual learning and informing the council's work. Despite this collaborative approach, the council will maintain its independence, allowing it to act as a distinct entity during a period of rapid change and evolution in the UK HE sector.

Global Communication and Assurance

The broader purpose of the Quality Council is to communicate and reassure stakeholders worldwide about the exceptional quality of UK universities and the education they provide. The council will represent the diversity of the sector, including universities, independent providers, and further education colleges, and cover a range of educational offerings from lifelong learning and degree apprenticeships to traditional academic programs.

In an era where the quality and value of UK HE are under scrutiny, it is crucial to transparently demonstrate the sector's strengths to students, employers, policymakers, and taxpayers. The Quality Council will address these concerns by coordinating solutions where improvements are needed and translating professional education quality insights for a wider audience.

The Quality Council for UK HE aims to uphold, protect, and enhance the extraordinary achievements of UK higher education. It will play a vital role in responding to challenges and ensuring that the sector continues to thrive and excel on the global stage.
