This is what the new Book Act could look like
Books - and the wide access to literature - are about the future of democracy. I am proud to present a proposal for a book act that ensures quality, diversity, breadth and access for everyone, says Minister for Culture and Equality Anette Trettebergstuen.
18 August, the government will submit a proposal for a book act for consultation.
- We want the readers to have a variety of titles to choose from, while at the same time the authors are properly paid. There must be equal opportunities and access regardless of where you live, and there must be room to both create new authorial voices while safeguarding the more established ones. It is then important that we legislate some principles for regulating the book industry. We want to secure the fixed price system and ensure breadth, quality and predictability, both for readers and for the industry, says Trettebergstuen.
Rolling fixed price
"As announced in the Hurdal platform, the government is putting forward a bill that ensures the fixed price. The fixed price is one of the most central means of achieving the literary policy goals of breadth, diversity, quality and accessibility," says the Ministry of Culture.
The government proposes the introduction of a mandatory fixed price for new book publications, which will ensure predictable framework conditions for authors, publishers and booksellers. The fixed price is proposed to be rolling, with a duration of 12 or 18 months from the issue date. This will facilitate a price reduction throughout the year.
